Parents such as Carrie West of Roswell, Ga. But West says her attempts to adopt in Vietnam were marred by lies and fraud. She places the blame on Latrace, who West says isn't building families but instead is trafficking children. "

"TODAY marks the 3rd International Conference of Adoptive Parents and their Filipino Children at EDSA Shangri-La Hotel. One essential issue that will, in all probability, be tackled is the continuing secrecy of Filipino adoptions. In a predominantly Catholic society that disallows premarital sex and contraception, there are admittedly many unmarried pregnant women exiled by disgraced families to conceive their babies in secret for adoption after birth. Rejoining their families, they are expected to maintain their silence about the adoption and they often do, but spend years silently grieving for their lost children. Hopefully, this international conference will encourage them to break their silence and talk about their pain. "
